« In the northern suburbs of Paris, in Villiers-le-Bel, 18 years ago in 2004, creating
the European Biennial of « First Encounters, Art, Early Childhood and Performing Arts » was a simple and

professionals and artists in order to act with the knowledge of the principles and ideas of each
